Onsted Community Schools - 2010 Bond Program
Please provide a proposal to perform a NESHAP Inspection and Comprehensive Lead Testing for the existing
Onsted High School, Middle School, and Elementary, located at 10109 Slee Road, Onsted, MI 49265. A
completed hazardous material building inspection survey is needed to properly budget the abatement scope of
work and to ensure that all abatement work is incorporated into the design documents for bidding.
This proposal is due no later than 2:00 pm (EST) Wednesday, December 8, 2010. Proposals are to be
submitted by email to [email protected]
Current design documents and some existing building documents are available for your use on the Project FTP
Site. Consultants are encouraged to visit the project site prior to submitting a proposal.

The Architect/Engineer (A/E) of record is TMP Architects, whose project manager is Mr. Rick Slone.
A PRE-PROPOSAL Walk-Thru will be held on Tuesday, November 30, 2010 at 1 PM. Meet at the
Administration Building.
The consultant acknowledges the right of Onsted Community Schools and the Construction Manager to reject any
or all proposals and to waive any informality or irregularity in any proposal received. In addition, the consultant
recognizes the right of the Construction Manager to reject a proposal for any of the following reasons.
1. If the proposal is in any way incomplete or irregular; or
2. If the consultant's performance as a contractor was unsatisfactory under a prior contract for the
construction, repair, modification, or demolition of a facility with the Owner or the Construction
Manager; or
3. For known poor performance by the consultant; or
4. Inadequate financial condition; or
5. If consultant adds any provisions reserving right to accept or reject any award, or enter into Contract
pursuant to an award; or
6. If Unit or Lump Sum prices or Alternates contained in the Proposal Proposal are obviously
unbalanced either in excess of, or below, reasonable cost analysis values; or
Consultants may be requested to submit to the Construction Manager a properly executed Contractor's
Qualification Statement or other informational format specified by the Construction Manager after proposal

opening. Consultants shall be prepared to submit their most recent audited financial statement prior to the
Construction Manager making an award of contract. Simple balance sheets will not be acceptable. The
Construction Manager may, at their sole discretion, accept or reject consultants as qualified. The right to waive
any informalities or irregularities in qualification materials is reserved by The Construction Manager. Consultants
in submitting their proposal, agree to accept the decision of the Construction Manager as final.
Refer to Granger’s Professional Service Agreement on the Project FTP Site.
Final Inspection Reports will be due to the Construction Manager no later than four (4) weeks after
issuance of Contract Agreement or Letter of Intent.
The Onsted Community School buildings will be available for inspections to be completed during after school
hours, from December 9, 2010 to December 22, 2010. The buildings are available for inspections to be completed
during the day, from December 23, 2010 to January 3, 2011. Prior arrangements must be made with the District
for access to buildings on weekends or during different hours than the above-noted times.
Pro-forma Requirements:
1. All out of pocket expenses, travel, lodging, overhead, profit, labor and material costs shall all be provided
within the not to exceed proposal cost.
2. Delivery of the draft and final reports shall be both printed and digital as required by the CM and
Architect/Engineer and shall become the property of the Owner for its desired use.
3. The Consultant will be contracted to Granger Construction Company, under its standard Professional
Services Contract. All work, and coordination of the work of the Consultant, shall be directed by the CM
on behalf of the Owner.
4. Standard insurance requirements shall be required, including GL, Auto, Worker Statutory, and
professional liability coverage. Professional liability insurance shall not be less than $500,000, per claim.
5. Payment shall be made to the Consultant monthly, without retainage, based upon a schedule of values to
be attached to the proposal and approved by the CM.
6. The Consultant’s standard terms and conditions for delivery of service shall apply only if agreed to by the
Owner and CM, and attached to the agreement.
7. Provide only the services specified unless the Owner or its agent issues a written field order or change
order.
8. Provide a not-to-exceed proposal for all services specified herein, supported by a proposed schedule of
values identifying the cost of all elements as identified in Appendix A. Provide unit prices for all necessary
services required to complete the scope requested.

Appendix A - RFP Requirements
(1) Project Overview:
(a) Renovations to Elementary Building, including complete replacement of the HVAC system
with a geothermal heat pump system. The building is approximately 100,000 SF.
(b) Renovations to the Middle School Building, including complete replacment of the HVAC
system with a geothermal heat pump system. The building is approximately 66,000 SF.
(c) Renovations to the High School connecting wing to the Elementary Building. The connecting
wing is approximately 20,000 SF.
(d) Construction is anticipated to begin in the spring of 2011 and continue through fall 2012
(2) The RFP shall include the following services and a cost breakdown for each:
(a) Provide a hazardous materials building inspection survey. Discover and document all
hazardous materials defined by all applicable laws and codes including but not limited to
EPA, Lead & Construction Standard, and NESHAP within the following Onsted Community
School Buildings:
(i) Onsted High School
(ii) Onsted Middle School
(iii) Onsted Elementary
(b) Provide a budget estimate for hazardous materials abatement based on results on the
completed building inspection survey.
(3) The RFP shall not inlcude the following. These services will be in a separate RFP at a later date.
(a) Bid specifications for abatement of hazardous materials, conduct the bidding process, and
contract award recommendations
(b) Air monitoring and on-site management services of all hazardous material abatement
phases.
